Scope a GSA modification work pack before changing the catalog
Classify the change, governing instructions and evidence needed for preparation.
An administrative update, product addition, labor-category change and price request can require different work. Start with the actual awarded contract and current GSA instructions, then define the preparation package. This planner does not submit a modification, change contract terms or establish approval.
Classify the proposed change precisely
Write down what changes and what stays the same. Separate administrative, product or service, pricing and terms-and-conditions workstreams when they rely on different instructions or evidence. A mass modification and a contractor-initiated request are not interchangeable processes.
Use the awarded contract and contracting officer’s current direction. Ask which route and document set apply before promising a submission date.
Check the applicable current templates
GSA’s modification guidance distinguishes TDR and non-TDR requirements and FCP and non-FCP templates. Choose the current applicable path rather than copying a prior project’s files.
Economic price adjustment requirements have changed across solicitation refreshes. Do not rely on an old blanket percentage or waiting-period rule. Verify the contract terms and current guidance for the specific request.
- Change category and affected contract item.
- Applicable contract provision and current instruction.
- Current template route and supporting evidence.
- Approval authority and post-approval implementation steps.
Scope preparation separately from approval
A provider might inventory changes, reconcile supporting inputs, prepare a request pack or review catalog consistency. State what the client supplies and who approves it. Government approval, if granted, is a separate event with its own effective terms.
Do not update public contract claims or treat a draft request as an executed change. Agree how the team will check the approved result and implement it after the authorized process.
Read the fictional work pack
The sample has an administrative update, a service addition and a price request. Their different template and evidence questions remain separate. “Route unconfirmed” means the team should confirm instructions before final preparation.
No sample value is a price request or a statement that GSA will approve a modification. The example teaches the structure of the preparation discussion.
Agree the review and handoff record
Ask for a source-linked change inventory, input checklist, review log and the expected submission handoff. Clarify who manages questions and how a newly requested change affects the scope.
Use the FBP GSA form for a project discussion. Keep contract files, internal prices and supporting commercial documents in the approved working environment.
Build your local planning brief

Review the brief before requesting support
- The change category and actual contract terms are identified.
- Current TDR and catalog-template applicability is checked.
- Preparation acceptance is separate from government approval.
- Post-approval implementation has an owner and verification step.
This tool organizes preparation. It does not update an official record, submit an offer, certify compliance or guarantee an award, assessment or processing result.
